This notice is required by Section 2(a)(4) of Executive Order 11988 for Floodplain Management, and is implemented by HUD Regulations found at 24 CFR 55.20(b) for any action that is within and/or affects a floodplain. As currently proposed, the project site will include areas designated as floodplain.

Gavin Steam Electric Generating Station, 7397 North State Route 7, Cheshire, Ohio between Pomeroy and Gallipolis, along the Ohio River in Gallia County; J. M. Stuart Generating Station, 745 U.S. Route 52, between Manchester in Adams County and Aberdeen in Brown County; William H. Zimmer Generating Station, 1781 U.S. Route 52, Moscow in Clermont County.
The Company was the initial owner of its original ownership interests in the Project. The Company is planning to transfer its ownership interests in the Project as part of the planned corporate separation of its generation facilities from its transmission and distribution facilities. The Ohio Public Utilities Commission approved the corporate separation plan on October 17, 2012; the Bonds are being issued in connection therewith to assist affiliates of the Company and American Electric Power Company, Inc. in the refunding of the Refunded Bonds.

is hereby given to all owners of delinquent Manufactured Home Tax in
CLERMONT COUNTY, OHIO THAT:
Pursuant to Section 5721.03 of the Ohio Revised Code, the Auditor of Clermont County will publish a delinquent manufactured home tax list beginning December 5th, 2013. The publication of this notice will be printed for two consecutive weeks in this newspaper. The publication of the delinquent land tax list will print on December 5th and December 12th, 2013 in this newspaper.
Section 4503.06(F) of the Ohio Revised Code provides for payment of taxes as follows: Each person charged with Manufactured Home taxes and assessments on a tax duplicate in the hands of the County Treasurer may pay the full amount of such taxes on or before the first (1st) day of March, or one-half (?) of such taxes are paid by the thirty-first (31st) day of July next ensuing. When such taxes are paid by installments, each payment shall be apportioned among the several funds for which taxes have been assessed.

If your manufactured home taxes are delinquent, publication of your name can be prevented if the payment of delinquencies is received by 4:30pm, November 27th, 2012.

If you fail to pay your taxes by the due date, or you have an account which remains unpaid after the last day of November, and you have not entered into a contract, these unpaid taxes are subject to a penalty and interest at the rate of three (3) percent of the total amount of unpaid current taxes due at the second half. Unpaid current taxes include delinquent first half taxes, plus the first half penalty and unpaid second half taxes.
If full payment is made within ten (10) days after the due date, a penalty will be assessed at the rate of 5 five (5) percent of the amount of unpaid current taxes due.
