High flood waters led to an arrest in New Richmond March 22.

After a high-speed night car chase, the New Richmond Police Department and the Clermont County Sheriff’s Office apprehended suspect Seldon Leroy Sams near the Ohio River.

At 10:33 p.m., New Richmond police chief David Willoughby made an attempt to stop a vehicle for speeding on U.S. 52. The driver, now identified as Westchester resident Seldon Leroy Sams, 35, evaded police and fled eastbound in excess of 100 miles per hour.

Turning off 52 and continuing south onto Front Street, Willoughby said that Sams bailed out of the vehicle in the 1000 block of Front Street along the Ohio River.
